On March 15, 2010, the Brunswick County Board of Commissioners approved an Agreement between the City of Boiling Spring Lakes and Brunswick County for the construction of a wastewater collection system in a portion of the City. The wastewater collection system was designed to serve the area along Highway 87 and other connecting streets from City limit to City limit.
Under the terms of the Agreement, the County agreed to design, permit, and construct a sewer collection system that can provide sewer service to those lots designated by the City of Boiling Spring Lakes. The County also agreed to design, permit, and construct transmission mains needed to transport wastewater from the sewer collection system to a County-owned wastewater treatment plant. Wastewater generated within the sewer collection system will be treated at a County-owned facility. All facilities constructed under this Agreement will be owned, operated, and maintained by Brunswick County.
The agreement stipulates that the property owners within the defined Benefit Area would be assessed their proportionate share of the cost of the collection system project. Property owners will not be assessed until all work is completed and the total cost of the project known. The County will provide the construction financing for the project and property owners will have ten years to pay their assessment after notification of the assessment amount. Brunswick County agreed to bear the cost of the transmission system portion of the project.
Property owners with an existing habitable structure that connect to the sewer collection system within the one-year waiver period from the notice of sewer service availability are eligible to have sewer capital recovery fees and sewer transmission capital recovery fees waived. Additionally, low pressure grinder pump systems installed within 60 days of sewer service being made available will be included in the cost of the project. Property owners that connect after the waiver period will be required to pay normal County fees. All properties that connect to the new system will pay the same sewer rates as all other County customers.

How to Have Connection Fees Waived
Property owners with an existing habitable structure, or in the process of constructing a habitable structure, that connect to the sewer collection system within the one-year waiver period from the notice of sewer service availability are eligible to have sewer capital recovery fees and sewer transmission capital recovery fees waived. Additionally, low pressure grinder pump systems installed within 60 days of sewer service being made available will be included in the cost of the project. However, low pressure grinder pump systems will not be installed on vacant property. All parcels are subject to the assessment whether or not they connect to the sewer system. There is no waiver of assessments.
If you desire sewer service, the first step in the process is to sign a Sewer Service Agreement indicating that you would like sewer service from Brunswick County Public Utilities. This can be done now. Sewer service monthly billing will not start until sewer service is available. The Sewer Service Agreement is to be completed by the property owner -- please be sure to date and sign the Sewer Service Agreement; the Sewer Service Agreement does NOT need to be witnessed or notarized. The completed Sewer Service Agreement may be mailed to the Brunswick County Public Utilities Customer Service Office, P. O. Box 469, Bolivia, NC 28422; or hand delivered to the Brunswick County Public Utilities Customer Service Office in Building I at the County Complex in Bolivia.

Brunswick County will notify property owners within the project service area when sewer service is available. Once sewer service is available, property owners that have submitted a signed Sewer Service Agreement may connect to the new sewer collection system. In order to make connection, a plumbing permit from the City of Boiling Spring Lakes will be required in order to re-route the house drain line from the existing septic system to the new sewer collection system. Additionally, for properties served by a low pressure sewer grinder pump system, an electrical permit must be obtained from the City of Boiling Spring Lakes Building Inspection Department to connect the grinder pump panel to the house electrical system. The City of Boiling Spring Lakes established a one-time $50 inspection fee to be charged to property owners who make connection to the Boiling Spring Lakes Commercial Corridor Sewer Collection System; the one-time fee shall be in full force and effect for a period of one year from the date of completion of the sewer system. The fee includes both plumbing and electrical inspections. It is recommended that property owners receive several quotes from licensed plumbers and electricians (if needed) for the work.
For those property owners that return a properly signed sewer service agreement, monthly sewer service billing will typically begin on the date connection is made to the sewer collection system. Properties that fail to make a connection within the waiver period are subject to sewer capital recovery fees, sewer transmission capital recovery fees, and grinder pump station fees if sewer service is requested in the future.

1. WHEN WILL SEWER SERVICE BE AVAILABLE?
The date of sewer service availability is September 13, 2013. You may apply for a plumbing permit and electrical permit, if needed (low pressure sewer) from the City of Boiling Spring Lakes on or after this date.
2. HOW WILL THE ASSESSMENT AMOUNT FOR MY LOT BE DETERMINED?
The property owners within the benefit area will be assessed their proportionate share of the total project cost. At this point, the total cost of the project has not been determined. The total project cost is determined after the completion of construction.
3. WHAT TYPE OF SEWER SERVICE WILL BE PROVIDED TO MY LOT?
Depending on the area, sewer service will be provided by a low pressure sewer collection system or a gravity collection system. The Boiling Springs Wastewater Collection System Type Map (above) shows the areas receiving gravity service and those receiving service from a low pressure collection system. For properties served by a low pressure sewer system, a small diameter (2” or less) service line that terminates in a valve box located at the property line will be installed. If the property owner desires to connect to the sewer system, a grinder pump station will be installed on their property and the property owner will connect to the grinder pump station. For properties served by a gravity sewer main, the property owner will connect to a 6” diameter or 4” diameter sewer service cleanout located at the street right-of-way or easement line.
4. WILL PROPERTY OWNERS BE REQUIRED TO CONNECT TO THE SEWER SYSTEM WHEN SERVICE IS AVAILABLE?
Brunswick County will not require existing property owners with a properly functioning septic system to connect to the sewer system when service is available. However, all properties within the benefit area must pay the sewer assessment whether or not they connect to the sewer system. Property owners with an existing habitable structure that connect to the sewer collection system during the first year of sewer service availability are eligible to have sewer capital recovery fees and sewer transmission capital recovery fees waived ($4,000 per Residential Equivalent Unit). Additionally, low pressure grinder pump systems installed within 60 days of sewer service being made available will be included in the cost of the project. 5. WILL PROPERTY OWNERS CONNECTING TO THE SEWER SYSTEM BE REQUIRED TO CONNECT TO THE WATER SYSTEM?
Properties that desire to connect to the sewer collection system must also connect to the water system (if not already connected) if water service is available from Brunswick County. Water connection rates and fees are available at:
Properties that do not have public water available will be required to install a meter on their well for sewer billing purposes.
6. HOW CAN I AVOID PAYING SEWER CHARGES ON WATER USED FOR IRRIGATION?
Monthly sewer billing has two components, a base fee and a usage fee based on the amount of water going through the water meter. To avoid paying sewer usage fees on water that does not go into the sewer collection system, a property owner may have an irrigation meter installed. There is no monthly base fee for a separate irrigation meter used in conjunction with another retail water meter. However, a one-time irrigation meter installation fee applies ($200 for a ¾” irrigation meter) and the property owner is responsible for any plumbing changes on their side of the meter, including installation of a backflow prevention device. Standard water usage rates apply to potable water meters and irrigation meters.
7. WHAT RESPONSIBILITIES WILL THE HOMEOWNER HAVE IF THEY WANT TO CONNECT TO THE SEWER SYSTEM?
Brunswick County will be responsible for constructing all of the sewer mains, force mains, and pump stations that will provide sewer service to the property. Property owners wanting to make connection to the public sewer system must complete a Sewer Service Agreement and return to the Brunswick County Public Utilities Customer Service Office. The homeowner will be responsible for contracting with a licensed plumber to disconnect the existing building sewer that goes from the house to the septic system and then reconnect that building sewer to the County sewer service. Although the City ordinance does not require the septic tank to be abandoned, Brunswick County recommends that abandoned septic tanks be pumped out and filled with sand. For homes that will be served by a low pressure sewer system, the homeowner will also be responsible for connecting the grinder pump station control panel to the house electrical system.
8. HOW LONG WILL A PROPERTY OWNER HAVE TO PAY THE ASSESSMENT?
Based upon the current schedule, the property owner will not receive their assessment until sometime in late 2013. Brunswick County has agreed with the City of Boiling Spring Lakes City Council’s request to extend the assessment repayment period for up to ten (10) years. The interest rate charged to property owners financing their assessment has been set at 2.84%. The Brunswick County Board of Commissioners has also approved an assessment reduction of 5% for those property owners who pay their assessment in full within 60 days of the notice of assessment.
9. WHEN WILL MY ASSESSMENT BE "DUE"?
The exact date is not known yet because the assessment process, as legislated by the state of North Carolina, requires public hearings and all project costs to be determined prior to the Brunswick County Board of Commissioners confirming the final assessment roll that details the assessed cost to each parcel. The statute then mandates that, no sooner than 20 days after confirmation, the County Tax Collector publish that the assessment roll has been confirmed. It takes approximately five months from the Notice of Sewer Service Availability to the Notice of Confirmation. Each property owner will be mailed an Assessment Notice indicating the amount of the assessment shortly after the Notice of Confirmation is published. At that point, property owners will have the following options for payment:
OPTION 1: PAY IN FULL UP FRONT AND RECEIVE DISCOUNT
Per agreement with the City of Boiling Spring Lakes, a Discount Period has been established of not less than 60 days from the date of Assessment Notice given by the Brunswick County Revenue Department. Property owners paying in full within the Discount Period shall receive a 5% discount on the assessment amount.
OPTION 2: PAY IN INSTALLMENTS FOR UP TO TEN YEARS
Property owners may elect to pay the assessment in installments with interest over a period of time not to exceed ten years. North Carolina General Statute 153A-199 states:
(2) That the first installment with interest is due 60 days after the date that the assessment roll is confirmed, and one installment with interest is due on that same day in each successive year until the assessment is paid in full. (1963, c. 985, s. 1; 1965, c. 714; 1973, c. 822, s. 1.)
The Brunswick County Board of Commissioners will determine the exact date that the first payment is due.
